Since there isn't an adapter to go from a semi 7-Way to an RV 7-Way the best solution is going to be to install a separate RV style 7-Way on your 2007 International 4400.
You can use installation kit # ETBC7. You may be able to tap into the circuits on the existing 7-Way as long as the turn signals and brake lights are combined on the same circuit. If not then you will have to first install a 4-Way using # 119178KIT.

The Reese Super Titan 4000 Trailer Hitch # 38208 referenced in your question is a universal-type hitch that is designed for "C" channel style frames that are approximately 34-34-1/2 inches wide. I recommend using the Tekonsha Prodigy P2 Trailer Brake Controller part # 90885. The Tekonsha Prodigy P2 comes with a pigtail adapter that has 4 wires that will need to be ran for installation.
